Room 1018A

For 22 years Frank Olson's family believed one story about the night he died. The government knew a different one.

Seven months after MKULTRA was approved, CIA officers and Army scientists met at a lake cabin in western Maryland. The Army men worked in the Special Operations Division at Camp Detrick, which studied biological weapons. After dinner on November 19, Sidney Gottlieb had LSD put in a bottle of Cointreau and served it to several of the scientists. They were told about twenty minutes later.

One of them was Frank Olson, a 43 year old biochemist with a wife and three children. Over the next days he grew anxious and confused and could not sleep. On November 24 CIA officers took him to New York to see Dr. Harold Abramson, an allergist with a security clearance who had worked with LSD. He was not a psychiatrist. He was chosen because he could keep a secret. Olson shared room 1018A at the Statler Hotel with CIA officer Robert Lashbrook. In the early hours of November 28, Olson went through the closed window and fell ten floors.

WHAT INFORMED CONSENT MEANS

Before you can be part of a medical study today, a researcher has to tell you what they're testing, what could go wrong, and that you can quit anytime. Then you say yes, out loud and on paper. That's informed consent. Both words matter. Saying yes to something you don't understand isn't really consent, and understanding something you weren't asked about isn't either.

Frank Olson got neither part. He didn't know the drink had LSD in it until after he'd swallowed it. Now think about why that matters beyond one man. LSD hits people differently depending on whether they expect it. A scientist who suddenly feels his mind coming apart, with no idea why, isn't going through the same thing as a volunteer who signed a form. The secrecy wasn't a side detail. It was part of what was done to him.

What they were told.

Move through the years. On the left is what the Olson family believed at that point. On the right is what the government's records now show was true at that same moment.

Not only scientists

Strangers and patients.

Olson worked inside the program. Most unwitting subjects were nothing of the kind. The 1977 Senate hearing and the 1975 Rockefeller Commission describe two places where ordinary people were dosed.

Safe houses

Apartments in San Francisco and New York City, run with help from the Federal Bureau of Narcotics. People were lured in and given drugs without their knowledge. The Rockefeller Commission says this began in the mid 1950s on the West Coast, with a second program in the East in 1961. Some later books say New York came first, and that disagreement is still open. CIA Director Stansfield Turner told senators in 1977 that beyond contracts and construction records, the agency was drawing inferences about what happened inside.

A federal hospital where people addicted to drugs were treated, many of them prisoners. Dr. Harris Isbell ran its Addiction Research Center, and CIA linked funding paid for LSD research on patients. Senator Edward Kennedy said at the 1977 hearing that people addicted to heroin were offered heroin as a reward for taking part. Ask yourself how free a choice is when the payment is the drug you are addicted to.

Check the video.

A short video about Lexington spread online after Congress held its first focused MKULTRA hearing since 1977. The headline packs four separate claims into one line. A video can point at a real atrocity and still get facts wrong, so test each claim on its own.

MKULTRA: African prisons fed LSD to inmates every day for 77 days
Recreated headline for this lesson
01The program was MKULTRA.
02It happened in African prisons.
03Inmates were given LSD.
04Every day for 77 days.

Two claims hold up, one is wrong, and one needs its source named. A student who throws out the whole video misses a documented abuse in a federal hospital. A student who believes the whole video learns a false location. The skill is checking each piece.
